Tuolumne County Evacuation Plan

Client: Tuolumne County, California

Project Timeline: 2022-2023

Tuolumne County in Eastern California currently faces a significant wildfire risk. Concurrently, the county has only a few major roads that are able to evacuate residents and tourists. This project, in collaboration with Jensen Hughes and Kittelson & Associates, focuses on multiple items related to risk assessments, vulnerable populations, network analysis, and egress routes for the county. Dr. Wong is advising across the project, especially tasks related to evacuation planning and equitable transportation strategies.

Ojai Valley Wildfire Vulnerability and Evacuation Assessment

Client: FireSafe Council - Ojai Valley

Project Timeline: 2022-2023

Ojai Valley in Ventura County in California is prone to wildfires and was recently impacted by the Thomas Fire in 2017. To bolster long-term community resilience, the FireSafe Council is conducting a series of projects to prepare the Ojai Valley for future wildfires. One project is related to wildfire vulnerability and evacuation assessment. Dr. Wong is working on several components of this project including collecting data, building a public outreach plan, and leading a vulnerable group assessment. Across other tasks, Dr. Wong will be advising on evacuation strategies based on his research and expertise.

San Gabriel Valley Council of Governments SGVCOG Regional Evacuation Analysis

Client: SGVCOG

Project Timeline: 2023-2024

The San Gabriel Valley is a highly populated region in the Greater Los Angeles metropolitan area. The nearby San Gabriel Mountains to the north and other smaller hills to the east, west, and south present significant wildfire threats, especially along the wildland-urban interface. Dr. Wong will be working on several components of the project, including advising the evacuation analysis and conducting a survey. The project involves a diverse set of affected parties within the Council of Governments, which plans for 374 square miles and over 2 million residents.

East Bayshore Road Redevelopment - Evacuation Analysis

Client: Redwood City, California

Project Timeline: 2021

Several new developments are being proposed along East Bayshore Road in Redwood City near the Whipple Avenue interchange and U.S. 101. The project analyzes the impact of the development on evacuations, which is constrained by a single vehicular egress on East Bayshore Road and three bike/pedestrian egresses surrounding the development. In collaboration with Fehr & Peers and Jensen Hughes, this project identifies the most prevalent hazards for the area and uncovers travel times for residents and customers - both with and without the development. Evacuation time estimates are considered and carefully calculated to determine if mitigation measures are necessary.

Head-Royce School Environmental Impact Report - Evacuation

Client: Head-Royce School

Project Timeline: 2020-2021

Head-Royce is considering extending its campus, which would increase the number of students and staff. The project requires an associated Environmental Impact Report (EIR) to identify possible impacts it may have on the environment. Concerns related to the increase of students and traffic prompted the clients to seek guidance related to evacuation planning, disaster preparedness, and transportation responses. When released, the EIR will detail observations and recommendations on these topics. Past research, field observations, and discussions with school staff formed the basis of the evacuation section, which can increase student safety in the event of an extreme wildfire event.

Kensington Evacuation Research Project

Clients: Contra Costa County and the Kensington Fire Protection District

Project Timeline: 2019-2020

The community of Kensington, California in Contra Costa County faces multiple risks from natural hazards due to its unique geography, especially from wildfires and earthquakes. Consequently, the Kensington Fire Board and community members requested a research project to begin building a community evacuation plan. This final report details all aspects of the research project and creates a series of recommendations for the community of Kensington to consider when building a wildfire evacuation plan and a transportation response strategy.
